RECORD OF PROCEEDINGS

The minutes of the meeting held April 4, 2019.

PRESENT WERE TRUSTEES DANIEL HODGE, AND BLAKE MEIER; AND FISCAL OFFICER VALORIE LEWIS

Also present were:

Mr. Blake Meier called the meeting to order at 7:00 pm.

A motion to approve the March 7, 2019 regular meeting minutes was made by Mr. Daniel Hodge and seconded by Mr. Blake Meier.

A motion to approve the March 19, 2019 special meeting minutes was made by Mr. Daniel Hodge and seconded by Mr. Blake Meier.

The Board approved Compensatory Time for Mr. Dave Compston on February 28, 2019.

The Fiscal Officer presented the Board with the Mileage Certification Meeting results.

The Fiscal Officer presented the Board with the OTARMA Update.

The Fiscal Officer presented the Board with the April Grassroots Clipping.

The Fiscal Officer presented the Board with the Engineering Associates Wayne County Sewer Department Plans.

The Fiscal Officer presented the Board with the City of Orrville Annual Report.

The Fiscal Officer informed the Board of the BWC two hour safety training requirement to be completed before December 31, 2019.

A motion to approve receipts totaling $525,570.32 warrants 9521 – 9570 totaling $125,695.23 plus direct payments to the County Auditor of $23,063.20 for total expenditures of $148,758.43 and bank reconciliation and financial reports as submitted was made by Mr. Daniel Hodge and seconded by Mr. Blake Meier.

Mr. Daniel Hodge informed the Board that AT&F Metals had changed their plans and were going to attach to the existing building and use their current leach system so they would not have to hook into the sewer system and Soil & Water is looking at onsite water drainage changes to be made.

Chief Zimmerman reported 33 squad runs, 8 fire runs, and 2 mutual aid totaling 184.00 run hours for March 2019 with an additional 200.00 training hours for March 2019.

Chief Zimmerman reported that the Department had received its required Hazmat Training through a grant with the Emergency Management Agency, which allowed for the larger then usual training hours.

Chief Zimmerman informed the Board that fire extinguisher testing, maintenance and recharge was necessary for all the fire extinguishers at the station and garage.  A motion to approve up to $1,081.00 for fire extinguisher inspection, hydro testing and recharging and perform yearly testing was made by Mr. Daniel Hodge and seconded by Mr. Blake Meier.

Chief Zimmerman informed the Board that they were still doing testing and working out the bugs on the MARCS pagers.

Chief Zimmerman informed the Board that Ms. Audrey Beaverson had passed away and the Association was going to donate $500.00 to her foundation.

Chief Zimmerman informed the Board that 102 would be going to Sugarcreek for the wedding of one of the Department members.

Chief Zimmerman informed the Board of the changes the Wayne County Training Facility was going to be making to their electric service.  Due to building changes, they are going to go to buried service, which will affect our alert siren electric service.  Chief Zimmerman further stated that the Steering Committee at the Training Center was looking into options to continue electric service to the siren.

A motion to work out with the Training Center Steering Committee electric service to the alert siren with the Township paying any expenses to bury the electric line to the siren was made by Mr. Daniel Hodge and seconded by Mr. Blake Meier.

Mr. Dave Compston and Mr. Steve Geiser presented the Road and Bridges and Buildings and Grounds report.  Mr. Compston presented a road bore for approval.

Mr. Dave Compston informed the Board they would be putting in a drive pipe for Ms. Ida Shetler on Berg Rd.

Mr. Dave Compston presented tractor prices from Maibaugh Tractor and Lowe and Young and Mower prices from Kalida Truck Equipment.  After discussion, it was decided to get lease prices and discuss when Mr. Joseph Rabatin could be at the meeting.

Discussion was held regarding when to perform the annual road inspection.  The Board decided to hold a special meeting on Saturday, April 13, 2019 at 12:00 pm to discuss the new tractor and mower and possibly proceed with purchase and perform the annual road inspection.

Mr. Dave Compston informed the Board that the culvert on LaRue Street was rusting out and would need to be replaced.

Mr. Daniel Hodge informed the Board that Mr. Eric Lue with the Wayne County Engineers Office suggested putting an 87” x 63” pipe arch culvert on Barnard Road.  After discussion, the Road Department was asked to come back with options to fix the bridge on Barnard Road.

Mr. Dave Compston informed the Board that the Wayne County Engineers Office would have Hackett Road Closed for a bridge repair beginning April 8th for 30 day.

Park Planning – nothing to report.

JEDD II – nothing to report.

Mr. Daniel Hodge made a motion to resend his earlier motion to divert more water on Swinehart Road over to the East and to leave the drainage, as it is it.  It was seconded by Mr. Blake Meier.

East Union Trail – nothing to report.

Speedway – nothing to report

The next regular meeting will be Thursday, May 2, 2019 at 7:00 pm at the Fire Station.

A motion to adjourn at 8:18 pm was made by Mr. Daniel Hodge and seconded by Mr. Blake Meier.
