RECORD OF PROCEEDINGS

The minutes of the meeting held March 7, 2024.

Mr. Jim Miller called the regular meeting to order at 6:59 pm.

A motion to approve the February 1, 2024 regular meeting minutes was made by Mr. Daniel Hodge and seconded by Mr. Joseph Rabatin with Mr. Jim Miller concurring.

2024 Road Bids were opened from Lil John Transport, Melway Paving, Kimble Clay and Limestone, and Holmes Supply.

A motion to Resolution 05-2024 as follows was made by Mr. Joseph Rabatin.

WHEREAS, the Board of East Union Township to comply with ORC 9.312(C), has been granted the authority to enact the following resolution:

NOW, THEREFORE, BE IT RESOLVED:

That the Board of East Union Township hereby declares to accept any and all road bids presented at the 2024 bid opening, and proceed to work with the lowest and best bid at the time road work begins.

It was seconded by Mr. Daniel Hodge.

Ms. Meredith Craig introduced herself as a candidate running for State Representative in the upcoming March election and asked for their support.

Discussion was held with the representatives of Waynedale Baseball, Waynedale Softball, and Hot Stove regarding what would work best for the programs as far as possibly adding another softball field or installing lights at the two fields already at the East Union Park.  After discussion it was decided the different programs needed to discuss further and come up with possible suggestions that would benefit them all.  Discussion was also held regarding installation of dug outs and keeping the ball field uniform.

A motion to pass Resolution 06-2024 as follows was made by Mr. Joseph Rabatin.

     WHEREAS, the Board of Trustees approve to request from the Wayne County Prosecutor’s Matrix a response for the following request.  WHEREAS the Board of East Union Township wishes to find out from the Matrix if there are any bidding requirements for the ballfield lighting project.  The Board further appoints Mr. Joseph Rabatin as the contact person regarding this request.

The Fiscal Officer presented the Board with the February and March Grassroots Clipping.

The Fiscal Officer gave the Board the change of election notices provided by the Wayne County Board of Elections, moving the polling place from the Fire Station to the Wayne County Historical Society.

The Board signed the bank account registration and authorized user forms for Star Ohio.

A motion to approve receipts for February 2024 of $40,510.92 warrants 12431 – 12477 totaling $106,378.80 and bank reconciliation and financial reports as submitted was made by Mr. Daniel Hodge and seconded by Mr. Joseph Rabatin with Mr. Jim Miller concurring.

Chief Zimmerman reported 30 squad runs, 4 fire runs, and 3 mutual aid runs for February 2024 for a total of 117.00 hours plus an additional 62.00 training hours for February 2024.

Chief Zimmerman informed the Board that the preventative maintenance on the extraction tools was complete and everything was good.

Chief Zimmerman informed the Board that the South man door has started sticking when the sun shines on it so he had Yoder Construction come out and repair it.

Chief Zimmerman informed the Board that he found a few chips in the new flooring in the station bay and that Fantastic Flooring will repair it under warranty.

Chief Zimmerman informed the Board that 108 was at J Mack for the accident repair and that they did not order the grill lights so he was going to have Reberland Equipment install the grill lights as they have them in stock.

Chief Zimmerman informed the Board of his desire to take 108 to WW Williams to get the transmission checked for accuracy.  After discussion a motion to approve up to $1,500.00 for WW Williams to check the transmission on 108 was made by Mr. Daniel Hodge and seconded by Mr. Joseph Rabatin with Mr. Jim Miller concurring.

Chief Zimmerman informed the Board he wanted to Thank Mr. Leon Steiner for making the new conference table from the tree that had fallen on Chief Zimmerman’s house.

Chief Zimmerman informed the Board that the TC Energy grant was submitted today for the purchase of a drone for a little over $17,000.00.

Chief Zimmerman informed the Board that the Engine committee did go to Supthen for final inspection.  Discussion was held regarding how much to insure the new Engine for.  After discussion it was decided to insure it for 1.1 million.

Chief Zimmerman informed the Board that the Tanker committee was ready to go to bid for the new tanker.  After discussion a motion to proceed advertising for bids pending the response from the Wayne County Prosecutors Office regarding the bid packet was made by Mr. Joseph Rabatin and seconded by Mr. Jim Miller with Mr. Daniel Hodge concurring.

Mr. Dave Compston presented the Road and Bridge and Buildings and Grounds report.  The Board approved a road bore for a sewer line at East Union Bulk Food store.

Mr. Compston informed the Board he received the report on culverts from the Wayne County Engineers office.

Mr. Dave Compston presented the Board with the 2024 road list for chip and seal work.

A motion to purchase 800 feet of pipe from Marlboro Supply during their open house at a reduced rate was made by Mr. Jim Miller and seconded by Mr. Daniel Hodge with Mr. Joseph Rabatin concurring.

Discussion was held regarding trying to hire a part time road worker.  After discussion the Board decided to advertise in the Bargin Hunter for a part time road department worker.

Mr. Daniel Hodge and Mr. Dave Compston will drive the roads for inspection.

Park Planning – Mr. Joseph Rabatin reported that Ms. Rhonda Shultzman asked if there is something the Art Department can do for the East Union Park.  Mr. Rabatin further informed the Board that they were going to come up with some suggestions for more trees and an update to the sign.

Mr. Joseph Rabatin informed the Board he spoke with Barb Pittard with the Wayne County EMA regarding the house on the corner of Apple Creek Road and Route 250 about possible removal of the house and was instructed to try and get accident information on that intersection.

Mr. Daniel Hodge informed the Board he attended two meetings regarding land use seminar with the Wayne County Planning Department.  Mr. Hodge further informed the Board that Wayne Township will soon be overtaken by the City of Wooster and they are trying to get more agricultural secure areas in the Townships.

Mr. Daniel Hodge informed the Board he attended the Wayne County Health Department meeting on Monday and that there was a quorum.  Mr. Hodge further informed the Board that April 22, 2024 Wooster Hospital will be breaking ground for their new addition to the Hospital.

Mr. Jim Miller informed the Board that March 27, 2024 is the next Wayne County Trustees meeting.

Mr. Jim Miller informed the Board that April 3, 2024 will be the next JEDD II meeting.

The Board approved to contract with Mr. Jeff Sampsel for the 2024 cemetery mowing with rates the same as last year.

The next regular meeting is scheduled for Thursday, April 4, 2024 at 7:00 pm at the Fire Station. 

A motion to adjourn at 9:00 pm was made by Mr. Jim Miller and seconded by Mr. Joseph Rabatin with Mr. Daniel Hodge concurring.
