The minutes of the special meeting held October 21, 2021.
PRESENT WERE TRUSTEES DANIEL HODGE, JOSEPH RABATIN AND BLAKE MEIER. ALSO PRESENT WERE:

Mr. Joseph Rabatin called the meeting to order at 7:00 p.m.
A motion to suspend the approval of the October 7, 2021 regular meeting minutes was made by Mr. Blake Meier and seconded by Mr. Daniel Hodge with Mr. Joseph Rabatin concurring.
A motion to adjourn to executive session to discuss interview a job applicant and discuss with Salt Creek Township about a shared service agreement per ORC 121.22 (G) (1) was made by Mr. Daniel Hodge.
It was seconded by Mr. Blake Meier.

A motion to adjourn from executive session and return to regular session was made by Mr. Joseph Rabatin.

A motion to hire Mr. Matthew Compston for the part-time Assistant Road Superintendent position at $20.00 per hour and also possibly enter into a shared services agreement with Salt Creek Township to share Mr. Matthew Compston’s services was made by Mr. Daniel Hodge it was seconded by Mr. Blake Meier with Mr. Joseph Rabatin concurring.

A motion to approve the shared service agreement with Salt Creek Township on East Union Township’s part and sign it and wait for their agreement was made by Mr. Daniel Hodge and seconded by Mr. Joseph Rabatin with Mr. Blake Meier concurring.
Mr. Donald Rhamey stated that Salt Creek Township does everything as a unit and they have not seen anything in writing on this until tonight, so they need to go through the meeting to approve when the whole board is there.
Mr. Daniel Hodge informed the Board that Mr. Ryan Marthey with the Wayne County Prosecutors office is the lead man on the ODOT Stimulus Funds and the issue he is running into is he has to do bid specs and that stimulus money cannot be used for this. Mr. Marthey felt the County would be $19,530.00 difference if we go with a commercially installed or a joint culvert assistant request with the County. Mr. Joseph Rabatin stated due to the information Mr. Daniel Hodge presented the Board should do away with the ODOT Stimulus Fund request. The Board agreed.
Discussion was held regarding the catch basin and storm sewer line at Vine and Bixler
A motion to approve Burkey Excavating Inc. for $6,495.00 for a catch basin and storm sewer line at Vine and Bixler was made by Mr. Blake Meier and seconded by Mr. Daniel Hodge with Mr. Joseph Rabatin concurring.
