RECORD OF PROCEEDINGS

The minutes of the meeting held May 7, 2020.

PRESENT WERE TRUSTEES DANIEL HODGE, JOSEPH RABATIN, AND BLAKE MEIER; AND FISCAL OFFICER VALORIE LEWIS

Also present via Zoom were:

Mr. Daniel Hodge called the regular meeting to order at 7:03 pm.

A motion to approve the April 9, 2020 regular meeting minutes was made by Mr. Daniel Hodge and seconded by Mr. Joseph Rabatin, with Mr. Blake Meier concurring.

The Board reviewed the May credit card statement and approved the purchases.

The Board signed the mowing contract with Mr. Jeff Sampsel at the agreed upon rates.

A motion to approve receipts totaling $47,996.45 warrants 10228 – 10269 totaling $51,195.55 and bank reconciliation and financial reports as submitted was made by Mr. Joseph Rabatin it was seconded by Mr. Blake Meier with Mr. Daniel Hodge concurring.

Chief Zimmerman reported 18 squad runs, 8 fire runs, and 2 mutual aid for a total of 173.00 run hours for April 2020 with an additional 100 additional training hours for April 2020.

Chief Zimmerman informed the Board that he had no EMS supplies at this time, but that due to COVID 19, he has been ordering what/when he can from whomever he could.  Chief Zimmerman further informed the Board that Boundtree, our usual supplier, has stopped taking orders on certain items.  Chief Zimmerman stated he has been able to source gloves through Friendly Wholesale.  Mr. Daniel Hodge asked about the supplies sent to the local EMA.  Chief Zimmerman stated that the stockpile of supplies through EMA was very limited and not the best sizes.

Chief Zimmerman informed the Board he had no fire supplies.

Chief Zimmerman informed the Board the portable pump on 103 had not been working well for a while so he took it to be repaired at Kline Tractor Equipment.  Chief Zimmerman further stated that they replaced the coil and switch and had to do some ignition rewiring and that it was running better than ever.  Chief Zimmerman informed the Board it cost $534.25 for the repair.

Chief Zimmerman presented the Board with a quote from Most Paving to reseal and crack seal the Department parking lot for $5,941.00.  Chief Zimmerman further informed the Board he only got a quote from Most Paving because they had done the paving several years ago.  A motion to approve the resealing and crack sealing of the Station parking lot with Most Paving for $5,941.00 was made by Mr. Joseph Rabatin and seconded by Mr. Blake Meier with Mr. Daniel Hodge concurring.

Chief Zimmerman informed the Board that DMS Repair Services had come on May 4, 2020 to service all the vehicles except 104 and 107 because both are still under warranty so he had Dale James do their service.

Chief Zimmerman informed the Board that Certification training, the Basic class had switched to Zoom and would be wrapping up soon, so he would be adding another EMT soon.

Chief Zimmerman informed the Board that the May EMS training would be with EMS Coordinator Ryan Sullivan who would be providing the required protocol updates via Zoom.

Chief Zimmerman informed the Board that EMT classes have started back up at the Wayne County Training Facility.

Chief Zimmerman informed the Board that the Officers were going to meet on May 20, 2020 to decide if it is appropriate to hold an in person extraction training with the Department.

Mr. Dave Compston and Mr. Steve Geiser presented the Roads and Bridges and Buildings and Grounds report.  Mr. Steve Geiser informed the Board he had met with Mr. Andy Troyer and they agreed to take the catch basin out of the middle of his drive.  Mr. Geiser further stated Mr. Troyer is OK with removing the fence and tree to create a catch area to divert the water across the road and that he has no problem replacing the pipe under his drive also.

Discussion was held regarding the culvert on the Mr. Jeremy Amstutz property, which is creating erosion and road damage along with flooding his neighbor’s property.  After discussion, the Board decided to send Mr. Amstutz a letter informing he either has to replace or remove the current culvert because of the issues it was causing.

Discussion was held regarding what roads needed chipped and sealed this year.  Mr. Dave Compston informed the Board that Melway Paving had dropped their oil prices quite a bit.  After discussion, it was decided that Mr. Compston would contact Melway Paving to look at Bechtel, Secrest, and Buss roads for chip and sealing and get a quote.

Mr. Steve Geiser informed the Board that Ms. Ruth Kikume said her basement is flooding because of the bus garage culverts.  Mr. Geiser spoke with Mr. Mark Williams about it and Mr. Williams he agreed to allow for 12” pipe to be installed in the culvert.

Mr. Geiser informed the Board the new mower was delivered and installed. 

Mr. Joseph Rabatin informed the Board that Mr. Patrick Herron suggested we go with a 24 month contract with Energy Harbor for electric aggregation at .04430 which would save the average customer $103.00 per year.  Mr. Rabatin further informed the Board that the gas aggregation letter would go out to 375 eligible people in the Township.

Discussion was held regarding using the East Union Township park for ball games.  After discussion a motion to follow the Governor’s guidelines to not allow recreational sports leagues was made by Mr. Blake Meier it was seconded by Mr. Daniel Hodge with Mr. Joseph Rabatin concurring.

The next regular meeting will be Thursday, June 4, 2020 at 7:00 pm at the Township Garage.

A motion to adjourn at 8:28 pm was made by Mr. Blake Meier and seconded by Mr. Joseph Rabatin with Mr. Daniel Hodge concurring.
