RECORD OF PROCEEDINGS

The minutes of the special meeting held October 29, 2020.

PRESENT WERE TRUSTEES DANIEL HODGE, JOSEPH RABATIN AND BLAKE MEIER AND FISCAL OFFICER VALORIE LEWIS.  ALSO PRESENT WERE:

Mr. Daniel Hodge called the meeting to order at 4:59 p.m.

A motion to suspend the approval of the regular meeting minutes of October 1, 2020 was made by Mr. Blake Meier and seconded by Mr. Joseph Rabatin with Mr. Daniel Hodge concurring.

The Fiscal Officer explained to the Board about the CARES ACT Funding and that with the three payments the Board would receive $263,333.56 to use for COVID 19 expenses that were not budgeted in the March 27, 2020 budget.  The Fiscal Officer further explained that it can be used to reimburse expenses incurred March 1, 2020 and purchase COVID 19 related expenses until December 30, 2020.

A motion to pass Resolution 12-2020 to request Coronavirus Aid Relief as follows was made by Mr. Blake Meier.

WHEREAS, the Coronavirus Aid, Relief, and Economic Security Act, 116 Public Law 136, (the CARES Act) was signed into law by the President of the United States on March 27, 2020; and

WHEREAS, the 133rd Ohio General Assembly (hereinafter “General Assembly”) established a process for distributing funds provided by the “Coronavirus Aid, Relief, and Economic Security Act” ; and

WHEREAS, The General Assembly requires subdivisions receiving funds to pass a resolution affirming that funds from the County Coronavirus Relief Distribution Fund may be expended only to cover costs of the subdivision consistent with the requirements of section 5001 of the CARES Act as described in 42 U.S.C. 601(d), and any applicable regulations before receiving said funds; and

WHEREAS, East Union Township, Wayne County, Ohio is requesting its share of funds from the Wayne County Auditor Coronavirus Relief Distribution Fund, having registered with the Ohio Office of Budget Management.

NOW THEREFORE, be it resolved that the Board of Trustees of East Union Township affirms that all funds received from the Wayne County Auditor County Coronavirus Relief Distribution Fund be expended only to cover costs of the Township consistent with the requirements of section 5001 of the CARES Act as described in 42 U.S.C. 601(d), and any applicable regulations and guidance only to cover expenses that:

  • Are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19);
  • Were not accounted for in East Union Township’s most recently approved budget as of March 27, 2020; and
  • Were incurred during the period that begins on March 1, 2020, and ends on December 30, 2020.

FURTHERMORE, be it resolved by the Board of Trustees of East Union Township that the East Union Township Fiscal Officer take all necessary action to:

  • On or before November 20, 2020, pay any unencumbered balance of money in the East Union Township’s local coronavirus relief fund to the Wayne County Treasurer;
  • On or before December 30, 2020, pay the balance of any money in the East Union Township’s local coronavirus relief fund to the state treasury in the manner prescribed by the Director of the Ohio Office of Budget and Management;
  • Provide any information related to any payments received under the process established by the General Assembly to the Director of the Ohio Office of Budget and Management as requested.

IT IS FURTHER RESOLVED that all formal actions of this Board concerning and relating to the adoption of the Resolution were adopted in an open meeting of this Board, and that all deliberations of the Board which resulted in passage of this resolution were taken in meetings open to the public, in full compliance with the requirements of Ohio Revised Code Section 121.22.

Chief Zimmerman and Assistant Chief Compston presented the Board with a list of items to request approval from the Wayne County Prosecutor to spend the Coronavirus Aid Relief funds as follows:

            Reimbursement of Full Time Fire Fighter Paramedic wages and benefits.

            Reimburse the Association for the additional staffing expenses incurred.

            Provide Hazard Pay for the Volunteers

            Reimburse personal protective equipment due to COVID 19

            Purchase a cascade (SCBA bottle filler)

            Purchase 16 sets of turnout gear

            Purchase 70 sets of uniforms

            Purchase Victory Electrostatic Sprayers for sanitization

            Purchase a laptop computer

            Purchase a smart board

Purchase automated toilet/urinal flushing, touchless faucets and touchless drinking fountain bottle filler

Purchase motion detecting light switches

Purchase a personnel transport vehicle

Install a gas/fuel tank

Purchase a generator for the Township Garage

Purchase a backpack leaf blower.

After discussion for the validation or each of these items a motion to approve all time sensitive purchases to be ordered upon approval from the Wayne County Prosecutors Office was made by Mr. Daniel Hodge and seconded by Mr. Joseph Rabatin with Mr. Blake Meier concurring.

A motion to pass Resolution 13-2020 as follows was made by Mr. Blake Meier.

WHEREAS, the Board of Trustees approve to request from the Wayne County Prosecutor’s Matrix a response for the following request.  WHEREAS the Board of East Union Township desires to request to participate in the CARES ACT Funding, the Board requests review and approval/disapproval from the Matrix for the suggested spending of said money.  The Board further designates Mrs. Valorie Lewis as the contact person on this request.

It was seconded by Mr. Daniel Hodge.

A motion to pass Resolution 14-2020 as follows was made by Mr. Joseph Rabatin.

WHEREAS, the Board of Trustees has received approval to receive CARES ACT Funds from the Wayne County Auditor in the amount of $265,333.56; and.

WHEREAS, because of the receipt of the CARES ACT Fund, the Board approves to submit a request to amend the Certificate of Estimated Resources and Supplemental Appropriations to the Wayne County Auditor.

It was seconded by Mr. Blake Meier.
